Material Change to Hinkley Point C's Development Consent Order

Introduction

Following the approval of Hinkley Point C’s Development Consent Order in 2013 and the start of construction in 2016, refinements to the design of the nuclear power station and associated development have resulted in a number of changes being approved. In the years since the original application, technology has advanced whilst safer, more efficient methods of operating the power station have emerged.

As a result, we are proposing to apply for consent to make a number of more significant, "material” changes.

We are seeking the views of the local community and relevant stakeholders on the proposed changes through this consultation which will run from the 9th January 2024 to the 29th February 2024.

This consultation is the beginning of the process. The application will eventually be decided by the Secretary of State for Energy Security and Net Zero in early 2026.

Removal of Acoustic Fish Deterrent

The removal of the requirement to install an Acoustic Fish Deterrent system associated with Hinkley Point C's cooling water system.

Habitat Creation and Enhancement

New plans for large scale habitat creation that will compensate for the risk of any potential impact on protected fish species as a result of the removal of the acoustic fish deterrent system.

Changes to the Interim Spent Fuel Store and Equipment Storage Building

A change from a 'wet' interim spent fuel store to a 'dry' interim spent fuel store and associated increase in the building's size. This change also includes the replacement of the previously proposed access control building with a new equipment storage building.

Additional Sluice Gate Storage

The addition of four new storage racks to house sluice gates and lifting beams in the area close to Hinkley Point C's cooling water forebays'. They are being added as they are currently not part of the final design.

Relocation and Redesign of the Meteorological Mast

The redesign, relocation and lowering of the meteorological mast and removal of supporting meteorological station that is no longer required. The meteorological station would also be replaced by an equipment compound.

Sub-station

Retention of the Hinkley Point Substation

The retention of the existing temporary electrical substation as a permanent feature in order to supply electricity to neighbouring Hinkley Point A and Hinkey Point B power stations.
