The Future of Non-Half-Hourly Meter Settlement in the MHHS Era
Big changes are coming for businesses with traditional electricity meters. Market-wide Half-Hourly Settlement (MHHS) is a major industry reform that will modernise how electricity consumption is measured, billed and managed across the UK.
What’s Changing
Under MHHS, all electricity usage will eventually be settled on a half-hourly basis, with consumption measured in 30-minute intervals. For businesses currently on non-half-hourly (NHH) meters, this means access to more detailed data, improved billing accuracy and a clearer understanding of how and when energy is used.
This shift brings a real opportunity for businesses to take greater control of their energy usage. Industry Key Milestones and System Readiness
The MHHS programme has now reached several important milestones:
22 September 2025:
- M10: Central systems confirmed ready to migrate MPANs
- M13: Load Shaping Service (LSS) switched on
21 October 2025:
- M11: Start of the 18-month migration window for Unmetered Supplies (UMS) and Advanced Metering MPANs
- M12: Start of the 18-month migration window for Smart and Non-Smart metered MPANs
22 October 2025:
- Suppliers began migrating meters to half-hourly settlement arrangements
Timeline for Businesses
- From 22 September 2025: Code changes went live, enabling migration
- EDF Migration window: May 2026 to May 2027 for all MPANs to move to half-hourly settlement
- Final target: All eligible meters must be settled on a half-hourly basis by 7 May 2027
- New settlement cycle: The four-month settlement timetable begins around July 2027
What It Means for Your Business
If your organisation uses non-half-hourly meters or unmetered supplies, it’s important to start preparing now.
From September 2025, you may notice updates to your MPAN classification or data handling. Once your site has migrated, bills will reflect actual half-hourly usage for data that is received, rather than estimates. The new system may also open access to innovative tariffs and demand flexibility products, particularly for businesses that can shift load or install smart metering systems.
