Vulnerable Customers: Energy Efficiency and the Energy Efficiency Commitment (EEC)

Energy is an essential commodity. However, we believe that its use should be as efficient as possible, especially for those customers who struggle to afford the energy they need for a decent quality of life. Promoting energy efficiency is an ongoing challenge, and one that has been recognised by Government and our regulator, Ofgem, through the introduction of the Energy Efficiency Commitment.

Energy Efficiency Commitment

All energy suppliers have a regulatory requirement to deliver energy efficiency measures to domestic customers. This is the Energy Efficiency Commitment (EEC). The Energy Saving Trust estimates that the average household could save £200 a year on its energy bills through energy efficiency measures.

During the first phase of the Energy Efficiency Commitment (EEC1), running from April 2002 until March 2005, all energy suppliers were required to deliver a proportionate amount of energy saving. For EDF Energy this amounted to 5,950.9 GWh. At least half of these savings must come from households in priority groups. Investing in energy efficiency measures therefore has the scope to reduce the burden of energy bills and, as result, fuel poverty, as well as reducing the environmental impact of energy consumption.

Over the course of EEC1 we spent around £34 million in achieving our target of energy efficiency measures. We met our target ahead of schedule and, rather than halting our EEC programme until the start of the second phase (EEC2) in April 2005, we were able to carry over our energy saving gains. This means we are already well on our way to achieving our EEC2 target.

Since the start of the Government-initiated programmes back in 1994 we have invested over £90 million, resulting in an energy saving of 11,669 GWh.
