Utility infrastructure may only play a small part in the overall scheme of things when considering the huge challenges faced by our armed forces, but the impact of its failure can be significant. EDF Energy has developed a bespoke service to the defence industry.

We are able to provide network resilience tailored to the client business risk profile. Our service is extendable to a multi-utility offering (through water inset and gas IGT) which allows us to be the complete ‘one stop shop’ solution for long term utility asset stewardship.

As every project is different, we recognise that individual business needs may not automatically ‘fit’ a standard contract. Whatever the size of the project, we’ll tailor our services to provide the most effective partnership and the solution our customers require.

We are able to:

  • Evaluate project viability through feasibility study by establishing the demand requirements and the capacity and suitability of the public network and private network to support them
  • Design the optimum high voltage (HV) solution
  • Undertake network audit and due diligence of the existing or inherited electrical network assets
  • Deliver the capital programme
  • Provide the ongoing operational, maintenance and asset optimisation expertise
  • Develop innovative commercial and financing arrangements, tailoring risk transfer to client requirements
  • Provide long-term partnerships with clients
  • Deliver multi-utility capability through joint venture partnering
  • Provide access to a extensive portfolio of energy expertise to include metering, street lighting, provision of gas and electricity commodities and sustainable energy solutions

EDF Energy is at the forefront in developing multi-utility products through our established long-term partnerships with other utility providers. The significant benefits to the client of a multi-utility offering include:

  • Utility co-ordination ‘one stop shop’ for the ownership and management of utility risks removing the need for multiple interfaces
  • Greater surety and control of development roll-out programme.
  • Opportunity to optimise the build out efficiency with consequent savings

Importantly, EDF Energy’s multi-utility offering provides the client with one point of contact and accountability for all utility needs, ensuring a more efficient, timely and cost-effective service.

Ministry of Defence - Project Allenby-Connaught

This is the MoD’s largest accommodation project involving the provision of new and refurbished living accommodation, messes and technical facilities for Aldershot and Salisbury Plain, contracted under a 35-year Public Private Partnership project (PPP).

EDF Energy in partnership with Veolia Water Outsourcing Limited provides an integrated Multi-Utility Joint Venture (MUJV) design and delivery team responsible for the ongoing provision of multi-utility infrastructure for the eight-year new build programme together with management of the operation and maintenance of the existing and new utility infrastructure over the 35-year contract period.

The project includes the design, construction and long-term operation of new and inherited water, wastewater, gas and electric networks that serve a population of approximately 20,000. The project encompasses several sustainable aspects such as deployment of Combined Cooling, Heat and Power plant (CCHP) and Sustainable Urban Drainage Systems (SUDS) technologies.

The solution provides:

  • Certainty on delivery and cost
  • One point of client contact for all aspects of the utility services
  • Ongoing asset stewardship responsibilities
  • Bespoke performance obligations
  • Transfer and management of utility risks
